Jean-Baptiste Belley (1746-1805) of Saint-Dominque. In 1793, Bellay was a Captain of infantry and fought against the colonist of Saint-Dominque. On 3 february 1793, he spoke in a debate at the Convention which later decided unanimously to abolish slavery in France.
